Drowners can be encountered in multiple zones throughout The Witcher, and are most often found near bodies of water lakes, swamps, ect. The word 'necrophage' also has Greek origins for nekros - corpse, and phagein - to eat. If you max out the lightning reflexes skill, it's REALLY easy to take down the drowners, and harpies, for that matter. I'd really think it should be the opposite I can't shot them with a crossbow on land. They are usually just something in the way to get past, such as a chest or underwater entrance so I simply use Quen as protection while I swim around. But, basically jump in and start shooting while putting on a rambo face. I usually just swim as fast as i cangrab the loot and dodge the enemys a bit, rarely get hit underwater even when i bump into them.
